Enterprise Funding through Sligo LEADER Partnership

Sligo LEADER Partnership, as part of the Rural Development Programme (RDP) 2024-2027, offers robust support to small and non-mainstream enterprises in rural Sligo. Through the LEADER Programme, businesses and community groups can access vital funding to help grow and sustain their operations, driving economic development and innovation across the region.
What is LEADER?
The LEADER Programme is a European initiative aimed at fostering rural development through community-led local development. Since its inception in 1991, LEADER has played a significant role in empowering rural communities, enabling them to actively shape their economic and social landscapes. It is part of Ireland’s CAP Strategic Plan 2023-2027, funded by the European Agricultural Fund for Rural Development (EAFRD), with Sligo LEADER Partnership serving as the implementing partner alongside Sligo County Council and the Sligo Local Community Development Committee (LCDC).
Eligible Projects
Under the LEADER Programme, a wide range of enterprise projects can receive funding, provided they meet certain criteria. Eligible projects include:
- Construction or upgrading of immovable property: Enhancing facilities to support enterprise operations.
- Purchase of specialized machinery and equipment: Investing in tools essential for business operations.
- Marketing materials and activities: Promoting products and services to reach broader markets.
- Feasibility studies and analysis & development costs: Exploring new business opportunities and planning for growth.
However, it’s important to note that some sectors and activities are excluded from funding. For instance, primary agriculture, conventional retail operations, childcare facilities, and healthcare services are not eligible under this programme.
Rates of Aid
The funding provided by Sligo LEADER Partnership varies depending on the nature of the project and the applicant type:
- Capital Equipment & Marketing: Up to 75% funding for private and community enterprises, with a maximum of €75,000.
- Community Projects: Community groups focusing on environmental or social initiatives may receive up to 75% funding, capped at €200,000.
- Training: Up to 100% funding, with a maximum of €200,000 available to both private and community entities.
- Analysis & Development: Up to 90% funding, with a ceiling of €30,000.
Application Process
Interested enterprises should first contact Sligo LEADER Partnership’s Project Development Officers. These officers provide crucial guidance and support, helping applicants navigate the requirements and determine if the LEADER Programme is suitable for their project.
Key Considerations
When applying for LEADER funding, it’s important to consider several factors:
- Local Development Strategy (LDS): Projects must align with the LDS, which outlines priority objectives for the region.
- State Aid Rules: Enterprises must ensure they have not exceeded the de minimis aid threshold of €300,000 over three years.
- Displacement and Deadweight: Applicants should assess whether their project will impact existing local businesses and whether external funding is genuinely necessary.
- Matching Funding: Applicants need to secure additional funding, contributing at least 5% of the project cost.
- Bridging Finance: Since funding is provided retrospectively, applicants must arrange for interim financing.
- Public Procurement and Planning Permission: Compliance with public procurement rules and obtaining relevant planning permissions are essential steps in the application process.
By providing these funding opportunities, Sligo LEADER Partnership continues to support the growth and sustainability of rural enterprises, helping to create vibrant communities and resilient local economies across County Sligo.
